Note that RFC3016 describes the media type (RTP payload format) 
"video/MP4V-ES", for which we *do not* currently return separate 
frames from a multi-frame RTP packet.

I think that most decoders should be able to handle blocks of 
multiple frames that have been assigned the same presentation time.
