My two cents from my experience:
jRtpLib has a lower entry level, i.e. it is much easier to get started, but deals primarily with RTP and RTCP. I'm not sure if it has been extended since.
LiveMedia is a much more complex and more complete framework, will require more time to learn but also deals with RTSP, RTP payloads, RTCP synchronisation, has its own event loop, etc.
It is also continuously being updated and improved and has a very active mailing list.
