Are you sure it is a transmission delay ?

I would say this is a vlc question.
You could try --*-caching options like : --rtsp-caching=100 to have
100ms in vlc rtsp module.

But it won't decrease the total delay to 100ms because vlc is caching
frames at different places.
I noticed that there are at least 3 frames cached in vlc, in addition to
rtsp-caching value.

So the delay will also depend on your frame rate.
