Yes, in principle.  However, this might take a long time (possibly a very long time), depending upon the particular TCP implementation, especially if the server is not currently sending data (e.g., it had received a RTSP "PAUSE" command beforehand).

No, and note that RTCP "RR" packets can useful in their own right (for statistics); not just as a 'keepalive'.
