[Live-devel] Error message while using live555 proxy server

Yes, the cameras (for which you see the error message) are incorrectly including MPEG 'start codes' - i.e., 0x00 0x00 0x00 0x01 bytes - at the front of the NAL units that are packed into RTP packets.

Please contact the vendor of those cameras, telling them that they are not in compliance with the H.264/RTP standard: RFC 3984.  (Note in particular, section 1.3 of RFC 3984, which describes the first byte of each NAL unit that is packed into a RTP packet.)
