Only if the multicast stream is served by a RTSP server (because a "RTSP proxy server" requires that the back-end input source have a RTSP server).

However, you should be able to use the existing "testOnDemandRTSPServer" demo application (the "mpeg2TransportStreamFromUDPSourceTest" stream), for this stream, simply by changing the multicast input string ("inputAddressStr") to "239.100.1.27", and "changing inputStreamIsRawUDP" to True.
