Yes, as noted in the online documentation - http://www.live555.com/mediaServer/ - the files to be streamed can must be either in the same directory as the "live555MediaServer" application, or a *subdirectory* of this.  (If you put your file in a subdirectory, then (obviously) the subdirectory path will need to be included in the "rtsp://" URL.
