You can reduce the number of sockets used by each RTP/RTCP stream from 2 to 1 by multiplexing RTP and RTCP on the same port.  For information on how to do this, see

Note, though, that you can do this only if you know that your clients will accept/understand this.  If your clients don’t understand RTP/RTCP multiplexing, then you have no choice but to (somehow) increase the number of available sockets on your system.  Sorry.
