I suggest beginning with the “LIVE555 Media Server” <http://www.live555.com/mediaServer/ <http://www.live555.com/mediaServer/>> (or the “testOnDemandRTSPServer” demo application) as your server, and “openRTSP” <http://www.live555.com/openRTSP/ <http://www.live555.com/openRTSP/>> as your client.  (Later, you could use a media player like VLC as your client.)
