Unfortunately we can’t really help you with problems with VLC, as that is not our software.
Instead, for testing, I suggest that you instead use our “openRTSP” command-line RTSP client application; see

Please run (with LIVE555 version 2020.01.10)
openRTSP rtsp://192.168.XXX.XXX:554/11
If this works OK for you, then there must be some problem in the way that you built VLC with the latest LIVE555 libraries. (Note that, by default, the LIVE555 code (version 2019.12.07 and later) now requires linking with "-lssl -lcrypto”.)
If, however, “openRTSP” (with LIVE555 version 2020.01.10) does not work with your IP camera, then please let us know.
