Once again, the “profile-level-id” comes automatically from the SPS NAL unit, so you don’t need to worry about this.  All you need to do is pass (valid) SPS and PPS NAL units (perhaps via a “sprop-parameter-set” string, as you have done) to your call to “H264VideoRTPSink::createNew()”.
