Yes, you're right. I should have been more specific. I should have stated something like "Because of this, RTSP is not enabled anymore IN THE VLC BUILD DELIVERED WITH DEBIAN 11".
Now I've installed VLC 3.0.18 by means of 'snap'. This provides a VLC that still supports RTSP, fortunately.

Note that there’s now only 1 file that Debian (but only Debian, apparently) considers problematic. So that Debian ‘bug report’ is out of date.
My (parenthetical) comment at the end of my October 2020 reply still applies:
(As an aside, I’d personally prefer that Linux distributions *not* include old copies of the “LIVE555 Streaming Media” code, as they contain bugs (including, potentially, security vulnerabilities) that have been fixed in more recent versions. Instead, developers using this code should use the latest version; see http://live555.com/liveMedia/faq.html#latest-version . (Note that, to my knowledge, the code is not used at all in any Linux *kernel*.))

That’s not true - for example, VLC version 3.0.18 for the Mac includes a RTSP client (using the LIVE555 code).
It should still be possible to build VLC with RTSP client support, using the latest version of the LIVE555 code (but perhaps not directly using the VLC code that’s shipped with Debian).
