[Live-devel] Higher the frequncy of RTCP package

Since the RTP package won't be synchronized until the first RTCP package 
arrives, it take a little too long time to synchronized the first RTP 
package. I found in liveMedia that the only parameter I can tune is
*totSessionBW
in RTCPInstance::create(). Should I make it greater or smaller?
