The problem is almost certainly with VLC's RTSP *server* implementation 
(which is currently very limited, and does not use the LIVE.COM code), 
rather than with VLC's RTSP client implementation.

Is any other RTSP client (e.g., QuickTime Player) able to play this stream?

If you like, try running "openRTSP -V" on this stream (you'll probably get 
the same error message), and send us the full debugging output.
