You realize, I hope, that ".VOB" files are MPEG *Program Stream* 
files, not Transport Stream files, and therefore you won't be able to 
create index files from them (or, currently, stream them with scale 
!= 1).

Can you point us at an example of a *Transport Stream* file that 
illustrates your problem?
