Yes.  You can use the "LIVE555 Media Server" 
<http://www.live555.com/mediaServer/> to stream any AAC (ADTS-format) 
file whose name ends with ".aac", or you can use 
"testOnDemandRTSPServer", to stream a file named "test.aac".

No, you don't need to do this.  We already have applications that can 
stream AAC audio files.  (See above.)
