You don't need to use wireshark to see this - you will also see it in 
the diagnostic output from "openRTSP".

Therefore, the server is telling you that the RTP timestamp frequency 
is 5544.  This is very unusual, because a timestamp frequency of 
90000 Hz is recommended, and used by everyone else (for MPEG-4 
Video), as far as I know.

It's a weighted average, as described in RFC 3550, section A.8.
