I notice that VLC cannot play this file at all (i.e., just reading it 
as a file, not as a stream).  Therefore, I think your first step 
should be to figure out why VLC can't play this file.  (Only then 
should you worry about why VLC's having trouble playing the stream.)

Unfortunately this is not something that we can help you with. 
Instead, you should ask about this using the "vlc at vldeolan.org" 
mailing list.
