Yes it does.

You can't (in general) expect Windows Media Player to play a 
standards-compliant media stream.  It is horribly 
non-standards-compliant.

Are you sure that your ".wav" file exists in the same directory as 
the server application?

If you're still having problems, then please point us at an example 
of a file that doesn't work, so we can download and test it for 
ourself.
