Then I suggest that you use VLC <http://www.videolan.org/vlc/>, because that media player is (1) open source, (2) uses "ffmpeg" for decoding, and (3) uses our "LIVE555 Streaming Media" code for its RTSP client implementation.

Yes there is, but I generally charge $US250/hour or $US2000/day) for personal consulting, so this is usually not a service that is used by hobbyists.
To become familiar with the "LIVE555 Streaming Media" code, I suggest that you (1) familiarize yourself with the various demo applications (in the "testProgs" directory), and (2) read the FAQ. Unfortunately this code is not particularly suitable for people (or cultures :-) who feel they require lots of 'hand holding'.
