[Live-devel] Patch for uClibc segfault while streaming H.264

Hi Ross,

I recompiled live555 with ­DLOCALE_NOT_USED in COMPILE_OPTS.  This also
avoided the segfault, and could be a workaround for those that don¹t want to
or can¹t modify uClibc.
