Yes, and feel free to play around with our existing code ("MPEG2TransportStreamFramer.cpp") that computes the weighted moving average.  (Note in particular the 4 'fudge factor' constants near the beginning of the code; those can be modified, if necessary, from the compile line, without modifying the code)
