Actually, no.  VLC uses the "LIVE555 Streaming Media" code only when *receiving* a RTSP stream - i.e., when it's a RTSP *client*.

When VLC is used as a RTSP *server*, it uses it's own 'jury rigged' implementation of RTSP and RTP/RTCP.  So, you'll need to post your question to a VLC mailing list.
