Because the “WindowsAudioInputDevice” directory contains Windows-specific code (i.e., not also for Unix, like the other directories), it already has a (‘hand-written’) “.mak” file inside it.  Therefore “genWindowsMakefiles” does not (and was never intended to) generate anything in that directory.
